Flickerman's Redemption 4

I was the one who proposed that Katniss be proclaimed Empress of Panem!
In the upper left hand corner are the new arms of Panem. A mockingjay supports a shield with a bow and two arrows on its chest, a bow in its right claw, a quiver of arrows in its left, and a sprig of katniss in its beak.
The background of the stamp is green, Katniss' favorite color.
